Position Description / Responsibilities

POSITION SUMMARY/ PRIMARY PURPOSE:  

The VP of Public Policy leads and implements the Chamber’s efforts in relationship-building, initiatives, programs, and lobbying at the State Legislature and Metro Nashville/Davidson County to serve the Chamber’s strategic objectives. The VP of Public Policy leads special projects of significance on behalf of the Chamber including, but not limited to, creating the annual State and Metro legislative agendas, lobbying to the agendas, producing the annual scorecards, and managing Prosperity Leaders. This position manages outside consultants, serves as the Chamber’s administrative support to Political Action Committees (PACs), and is a liaison for the Chamber with government relations staff of Chamber members.  

ESSENTIAL FUNCTIONS: 

  • Leads development of the Chamber’s Metro and State policy agendas through implementing the annual policy survey of members, working with Chamber leadership, and accessing the political environment. 
  • Monitors and analyzes legislation and policy actions relevant to the Chamber, its members, and the region. 
  • Lobbies the State Legislature and Metro Nashville/Davidson County Council to implement the policy agendas and advance the Chamber’s efforts.  
  • Manages Prosperity Leaders, the Chamber’s group of members active in legislative outreach. 
  • Assists with Governor’s Address, an annual event put on by the Chamber. 
  • Expands and deepens relationships with State and Metro Nashville/Davidson County partners including, but not limited to, elected and administrative officials, member volunteers, partner chambers and economic development entities, and non-profit and civic organizations to implement the Metro policy agenda and build the Chamber’s influence.
  • Produces the annual legislative scorecards to access implementation of the policy agenda.
  • Provides advice for any Political Action Committee (PAC) activities and provides knowledge of policy positions to the PACs.
  • Represents the Chamber at public meetings, community events, and the like. 
  • Participates in the development and monitoring of the department’s budget.
  • Participates in the Chamber’s revenue culture. 

 

JOB SPECIFICATIONS:

  • Graduate of an accredited university. Advanced degree preferred but not required.  
  • Five or more years of experience with a proven track record in public policy and/or government affairs. 
  • Strong working knowledge of Metro Nashville/Davidson County legislative process. 
  • Prior experience successfully managing a budget and generating revenue preferred.
  • Demonstrated passion for Middle Tennessee and a commitment to ensuring that business concerns are represented in Metro policy decisions.

  • Ability to work outside normal business hours.
  • Knowledge of PC functions and Microsoft Office Applications, such as Word, Excel and PowerPoint. 

 

PROJECT MANAGEMENT LEADERSHIP AND/OR PARTICIPANT RESPONSIBILITIES:

Project management is a consistent and ongoing aspect of this position. The VP of Public Policy works closely with the Chief Livability & Policy officer in developing and implementing projects, specific products and initiatives including, but not limited to, developing and leading projects and initiatives, selecting participants and recruiting volunteers, making assignments, developing timelines and budgets, identifying deliverables and tracking performance and results 

ESTIMATED PERCENTAGE OF TIME DEVOTED TO PROJECT WORK: MORE THAN 50%

PHYSICAL DEMANDS/REQUIREMENTS: 

  • Typically sitting at a desk or table. 
  • Occasionally lifting light objects (less than 24 pounds). 
  • Intermittently walking, standing, bending, and carrying. 
  • Requires use of safe work practices with office equipment, avoidance of trips and falls and observance of fire regulations.
  • Manual dexterity, visual and auditory acuity needed. 
  • Some repetitive motion is involved.
  • Work is performed in an office or computer room.
  • Work requires visits to businesses, elected officials and economic and Chamber partners in the Middle Tennessee region.
  • Position requires travel out of the Middle Tennessee region less than five percent of the time.
