Position Description / Responsibilities

The Director of Local Policy leads and implements the Chamber’s efforts in relationship-building, initiatives, programs, and lobbying across Metro Nashville and Middle Tennessee’s broader regional local governments to serve the Chamber’s strategic objectives. The Director of Local Policy leads special projects of significance at the Metro and regional level on behalf of the Chamber including, but not limited to, creating the annual Metro legislative agenda, lobbying to the agenda, and producing the annual Metro Council Legislative Scorecard. This role also owns and staffs the Chamber’s cross-jurisdictional policy working groups, including the Moving Forward Coordinating Committee. The Director of Local Policy provides assistance on State policy, livability, and other Chamber efforts as needed.

 

Essential Functions:

  • Leads development of the Chamber’s local policy agenda — spanning Metro Nashville/Davidson County and the region’s collar counties — through implementing the annual policy survey of members, working with Chamber leadership across departments, and assessing the political environment in each jurisdiction.
  • Monitors and analyzes legislation and policy action impacting Metro Nashville/Davidson County and regional county governments to identify the impact on the Chamber’s ability to pursue its strategic objectives, and provides policy expertise, analysis, and development of solutions on issues at both the Metro and regional level.
  • Lobbies the Metro Nashville/Davidson County Council and regional county governments to implement the policy agenda and advance the Chamber’s efforts.
  • Produces the annual Metro Council Legislative Scorecard to assess implementation of the policy agenda.
  • Expands and deepens relationships with Metro Nashville/Davidson County and regional partners, including but not limited to elected and administrative officials across Middle Tennessee’s collar counties, member volunteers, partner chambers and economic development entities, and non-profit and civic organizations, to implement the local policy agenda and build the Chamber’s regional influence.
  • Owns and staffs the Chamber’s local and regional policy working groups, including the Moving Forward Coordinating Committee, ensuring regular meeting cadence, follow-through on committee priorities, and clear reporting on outcomes.
  • Provides assistance to support the Policy Department’s State policy, livability, and other efforts as needed.
  • Participates in the development and monitoring of the Policy Department budget to meet the Chamber’s local and regional legislative goals.
  • Participates in the Chamber’s revenue culture.

Position Requirements

Job Specifications:

A Knowledge/Education and Experience Required and/or Preferred:

  • Graduate of an accredited university.
  • Three or more years of experience with a proven track record in public policy and/or government affairs.
  • Strong working knowledge of Metro Nashville/Davidson County’s legislative process, with working knowledge of, or demonstrated ability to quickly learn, the governmental processes of Middle Tennessee’s collar counties.
  • Prior experience successfully managing a budget and generating revenue preferred.
  • Demonstrated passion for Middle Tennessee, including a genuine interest in the region beyond Metro Davidson County, and a commitment to ensuring that business concerns are represented in local and regional policy decisions.

Project Management Leadership and/or Participant Responsibilities:

Project management is a consistent and on-going aspect of this position. The Director of Local Policy works closely with the Chief Policy Officer in developing and implementing projects, specific products and initiatives, including but not limited to developing and leading projects and initiatives, selecting participants and recruiting volunteers, making assignments, developing timelines and budgets, identifying deliverables, and tracking performance and results — including as the dedicated staff lead for cross-jurisdictional working groups such as the Moving Forward Coordinating Committee.

Physical Demands/Requirements:

  • Typically sitting at a desk or table.
  • Occasionally lifting light objects (less than 24 pounds).
  • Intermittently walking, standing, bending, and carrying.
  • Requires use of safe work practices with office equipment, avoidance of trips and falls, and observance of fire regulations.
  • Manual dexterity, visual and auditory acuity needed.
  • Some repetitive motion is involved.
  • Work is performed in an office or computer room.
  • Work requires regular visits to businesses, elected officials, and economic and Chamber partners across Middle Tennessee, including its collar counties.
  • Position requires travel out of the Middle Tennessee region less than five percent of the time.
  • The Chamber does not currently have a teleworking policy. All staff work full-time in the office.
